Wendy Miles, Olympic College– PSNBA President

Wendy Miles is the Director of Military & Continuing Education at Olympic College where her programs support service members and family members achieve academic goals. Olympic College has been recognized as one of the top military friendly schools in the nation. She joined PSNBA in 2005 and served as a Vice President from 2006-2008.
Previously, Ms Miles established an award winning telecommuting program for Seattle based Holland America Cruise Line where she worked for 17 years. She later worked in the high tech industry in Seattle as a Senior Project Manager.

Ms. Miles has a bachelor’s degree from Western Washington University and recently earned a Master of Arts in Organizational Leadership from Chapman University. She has served on the boards of the Kitsap Community Resources Capital Campaign, the Bremerton Symphony Association, and Mayor Bozeman’s Economic Roundtable.
Chelsea Grace, IFPTE – Vice President for Base Relations

Chelsea Grace joined PSNBA as the labor representative of the International Federation of Professional and Technical Engineers (IFPTE) and serves on the Board as the Vice President for Base Relations. Chelsea was hired to work as an Environmental Engineer in the Hazardous Waste Program at Puget Sound Naval Shipyard & Intermediate Maintenance Facility (PSNS & IMF) in 2006. She is now the Pollution Prevention Program Manager for PSNS & IMF.
Raised in Minnesota, she graduated from Watertown-Mayer High School in 2002 and obtained a Bachelor’s of Science in Chemical & Biological Engineering from Montana State |
University-Bozeman in 2006. She lives in her 1918 home with her fiancé, Pete and dog, Harley, in Bremerton, Washington.
Leah Wattree, Port Orchard Pavilion- Vice President for Community Relations

Ms. Leah Wattree is Manager & Maker of All Things Possible of the Port Orchard Pavilion. She also serves as a representative for the South Kitsap Chamber of Commerce. A PSNBA member since 2008, her Air Force background is the basis of her dedication to our military and civilian communities.

Jim Taylor, Puget Sound Ship Repair Association– PSNBA Treasurer

Mr. James Taylor serves as Epsilon Systems’ Senior Vice President of Strategic Business Initiatives. Prior to joining Epsilon Systems, Mr. Taylor was a Senior Vice President with a defense firm supporting naval ship maintenance and modernization. He became a PSNBA Board Member in February of 2007 and represents the Puget Sound Ship Repair Association.

Mr. Taylor served a distinguished career in the Navy before retiring as a Rear Admiral in 1999. His tours included Shipyard Commander of Norfolk Naval Shipyard, Director of Supportability, Maintenance and Modernization on the staff of the Chief of Naval Operations, and the Fleet Maintenance Officer for the Pacific Fleet.
He has a broad background in ship maintenance, maintenance policy administration and financial management. While on the staff of the Chief of Naval Operations, Mr. Taylor was directly responsible for the funding and associated policies of the Navy’s entire ship maintenance and modernization budget. During his tour as Shipyard Commander at Norfolk Naval Shipyard, Mr. Taylor supervised the Navy’s largest industrial activity including a work force of over 10,000 personnel and numerous availabilities on nuclear powered aircraft carriers, cruisers, submarines and conventionally powered ships.
He is a graduate of the Executive Program, Graduate School of Business at the University of Southern California. He earned MS degrees in Computer Systems Management and Mechanical Engineering from the US Naval Postgraduate School and his BS in Naval Engineering from the US Naval Academy. He currently serves as a national council member of the American Society of Naval Engineers.
Rich Chwaszczewski, SAIC Ocean Technologies- P SNBA Secretary

Mr. Rich Chwaszczewski is an Assistant Vice President with the local SAIC office in Poulsbo, WA. He has been a long time member of PSNBA and decided to join the Board of Directors in September 2008.
Mr. Chwaszczewski is a Supervisory Mechanical Engineer with more than 35 years of experience in U.S. Navy industrial and laboratory support, specializing in submarine silencing,

range operations, facility maintenance, and ship repair. He has 25 years of experience managing engineering projects and programs related to the design, development, test, evaluation, implementation, and operation of complex acoustic measurement systems and the facilities supporting them. He has managed the development of an improved signature measurement capability at SEAFAC and currently manages operations and maintenance at the Southeast Alaska Acoustic Measurement Facility (SEAFAC) near Ketchikan, Alaska.
Mr. Chwaszczewski serves as the SAIC representative to the Northwest Association of Networked Ocean Observing Systems (NANOOS). He also serves as an Executive Board Member (Treasurer) of the Hood Canal Salmon Enhancement Group (HCSEG). He is married to the former Beth Van Leeuwen of Bremerton, WA. They have 3 sons, 2 grandchildren, and 2 great-grandchildren. He has 23 years experience as a tournament announcer for Washington State wrestling.
